The answer is simple. Because blacks vote at a rate of 90-10 rate for Democrats, just have the blue states obscenely gerrymander their districts so that black Democrats are replacing white Democrats in blue state.
Of course, white Democrats will never consider that. They just want to replace Republicans seats with black Democrats by getting politicized filth in the judiciary to force red states to obscenely gerrymander their districts to create more black DEMOCRAT Congresspeople.

If it’s truly an issue, then white democrats in blue states should sit out elections to let more blacks seek office…….
