If the feds have no way to prevent it and the state refuses to inquire about citizenship/eligibility, it is essentially permitting them to vote.

We have several Golden Retrievers who would love to vote Democrat as all they do is lay around, play, eat and go outside to poop and pee while we are working our arse off to pay for their medical care, housing, food and treats.
If we lived in CA, I could probably register them to vote, especially if they registered D.
Therein lies the problem with CA and all the other no ID Blue states.
