Considering how long the administration has suspected issues, I don't think it required much liberal bias. Callais was handed down on 04/29 and that was considered on the border. Redistricting requires a LOT more things to be addressed, but being able to give a timeframe for going forward should give something like this case a good ballpark of "before early voting starts".
