The way I see it is the majority of the countries want to work out a deal.
Trump paused tariffs in order to get those deals made.
China is not willing to deal...yet so... "no soup for you!"

Getting rid of policies that harmed Americans regardless of where they are while putting heavy pressure on china and corporations to build here is some heavy lifting that shows to be happening. Explain how this is bad

Remember that those countries have deals with China too which you can bet is being used to get additional pressures

What Trump did was brilliant. Had his first move been to tariff Chyna and no one else that tanks the markets.
He tariffed everyone and put the world on turmoil. These other countries realized he was serious and would lose a ton of money.
Then he puts the 104% on Chyna. But he brought most of the big players to table and paused theirs.
They know he is serious and will make concessions. Just as important they are on notice going forward which will make them less prone to pull of shenanigans.
Meanwhile he now has his Chyna only tariffs and the markets are rip roaring higher at the same time. Genius! Everyone feels better yet he has cornered Chyna.
Had he played it only Chyna at start other countries would have bought/rebranded/sold Chyna goods. Now they won’t as they seen how close their own countries came to much higher tariffs.
This really was a great play. Nothing leaked out either. Everyone thought it was real. And thats what it needed to work.

Also, seeing close trading partner and neighbor Canada running off to make trade deals with China to offset the US trade war was a very bad look, and needed to be avoided.

The strategy is probably too subtle for you, and his finesse impossible for you to understand.
He brought the countries out of their things-as-usual lethargy and let them know that those times are over. Adults are in charge, and there are consequences for actions against the best interests of the US. NOW he has their attention and they have had to wake up and smell the new reality.
The phones are ringing off the hook and everyone, big or small, wants to negotiate. Except China!

China should pay 300% tariffs until we recoup all of the money we spent on the China Virus.
