Those who gave the ultimate order to abide by policy to release these subhuman degenerates, should be charged with aiding and abetting a criminal and also be charged with the violent crimes leading all the way up to (and including) murder.
Change my mind.
In almost every state, this would absolutely be aiding and abetting before the fact, at very least. Why are government agencies (or more specifically those who set the policies and demand that they be enforced) immune from these very finite and simple laws that everyone else must follow?
As far as the offenders, a single round between the eyes will suffice. No frills, no taxpayer expense for courts and lawyers, no tolerance. Just bang, lights out. Send a message. If this had been my daughter, I would stop at nothing until these animals had drawn their last breath by my hands, consequences be damned.
