How hard is it to find ammo for this? Or is it reload only?

Pretty easy. Cabela's has it pretty regularly. Midway always has it.
It's one of the most popular calibers in northern europe.

You can get it fairly easy $1.25 - $2.00 a round.

Round, available ammo, deer rifle, fun to shoot.
This sucks, because I love my 270wsm......but I have to admit that under your requirements the best choice has to be .308
Some rifle choices:
Tikka T3 is smooth as buttah! 1MOA guarantee. Great choice.
Savage 11 is accurate and affordable. I like these!!
Remington 700 has the most accessories (I'm not a fan of Remingtons, but I know more than a few guys who own tack drivers....although all of them were customized by gunsmiths)
Thompson Center Venture or Icon. Accurate rifles and I like them a lot.
Weatherby Vanguard S2 (make sure its an S2).
Also, just came out with a line called the BLACK REAPER and the KRYPTEK. They look very cool....and IF you ensure you get the S2...it will shoot 1MOA or better.
Final vote: Tikka T3 in .308

I assume price is no object?
If so I would likely pick a tac-ops with a 5-22X56 night force in .308. Would give me the ability to shoot deer from 10 yards to 2500 yards. Could also likely get bullets if a SHTF scenario occurs.

I own a 30-06 and as well as a few other calibers and have a pet armorer who makes sniper rifles more accurate for real snipers and I promise you, it can be beat. It's a long action caliber. Game over. I've got a .308 that in spite of the awesome accuracy of my 06 makes it look like a piece of crap. And my 06 is sub MOA.
Accuracy is more than power of the cartridge. It's about consistency.
But for hunting? Most situations it makes no difference. But don't confuse that with grouping/accuracy.

I am regularly finding 30-06 at around a dollar a round which is a lot better compared to the past few years.

Yes, all things considered, .270.

.270
Great flat shooting caliber and perfect size for whitetail IMO.

.270. .30-06, or .308 all are perfect. To narrow down any further is just preference.
Depending on his age/ hunting location/ target distance, I would add a .30-.30 to the mix.
