That would require work you see.
The woods are so thick with brush on his property that he can't shoot into it. A couple of days with a bush hog could give him plenty of room to shoot on his property. He could shoot plenty of deer if he cleaned up the brush on his own land and put the feeder in the cleared property.

This. Please don't be that guy. If he is hunting on his 10 acres that he purchased, good on him. And if something happens and a deer he shoots runs onto your property, do the right thing and help the guy out. I never understood why people get so bent out of shape when people hunt on property lines, but still well on their property. Just chill.

tell him that you will allow him access for retrieval of wounded animals (by escort only). IF he agrees that neither of you will put a permanent stand (or feeder) within 50 yds of your and his shared boundary. his request might just get him off your line. And, if he only has 10 acres, it probably wouldn’t hinder you too much to stay 50 yds from only him

That may work. I am not optimistic after talking to the man that used to own my place. I can't believe the guy put targets on trees on what is now my property and shot them up and somehow thought that was ok.
I have hunted and owned land all my life and I have never seen such brazen behavior by a neighbor (particularly a part time neighbor).
I know almost all the larger land owners in the area and have for years. I suspect that West Feliciana ordinance would have a lot of support among these land owners. Its not worth making it my fight but if those land owners knew such things existed they would want them ASAP.

Yeah I know the type. They can be a real pain. If it doesn’t work start using his line as your gut pile. If he’s going to hunt your property, he’ll at least have to sit in the stink while he does it.

This is a strange post coming from you considering your post history on the PT board. You are all for the liberal socialism of banning tariffs and supporting China and much of the current administration's policies, yet, when it comes to YOUR land and property, you seem to sing a different song. Sounds like you need to go overkill on marking your line. We had a similar issue of people “getting lost on 15 acres” and walking on our place. Signs, flagging, and paint on trees helped them stay on their place. Conversation with them goes a long way.

Roughly 40 acres will hold 8- 10 deer. So the most he might have is 2-3 deer on the 10 acres. He tries to hunt the middle and he runs them off his place.
Now you have 150 acres, rarely hunt, and just assume he is going to shoot deer across your property line.
I've hunted plenty of property edges without trespassing or shooting across another man's property. My feeders and foodplots will bring in deer from many directions, not just one. Once a deer is in MY foodplot, or under MY feeder, then I take the shot. Until you can PROVE different, this 10 ac landowner will be doing the same.
