Is there any way to eventually register a boat that has zero current paperwork?

I need to OB to talk me out of this.
Background, I've been searching high and low for a wide bottom aluminum project boat, and I thought I had found the perfect one. Had the length and width I wanted, structurally sound, and a seller who "wanted it out of the yard." I was prepared for there to be something wrong at the price, but I am also prepared to do some work on the right boat.
What turned out to be wrong is the guy bought the thing with a non-notorized bill of sale which he promptly lost, never registered it in his name, obviously no titles on anything, and the HIN is very hard to read. He says he isn't in contact with the guy he bought it from. Even if he finds the bill of sale, it's worthless. I believe him when he says it's not stolen, young guy who just didn't understand the process and took what he though was a good deal. He offered to call in the old registration numbers (it was registered in LA at one time) to prove it's not been reported.
Obviously I walked away and told him I had to think about it, but I really want this thing. The odds of me finding another hull like this one, not to mention at this price, are slim to none. Is there any way for him to get it registered or retitled in his name so he can sell it to me free and clear? I know the answer is probably hell no and run, but I need to hear it.

I looked into it with my old boat, but decided it was too much work and just ran it without paperwork/numbers. Mine didn't have a hull ID # though. IIRC, you've got to do a bunch of shite with LDWF for registration and something with LSP to make sure it's not stolen. The process for mine was akin to one for a homemade boat

Just say it was on your Mawmaws property, and the family doesn't have any paperwork on it. You want to put it on your name. It shouldn't be too expensive.

I've seen this come up a few times digging around, but the words "under penalty of perjury" also closely follow. I'm trying to do this the right way if I can but I still want it.

Had the numbers closer to the middle of my hull because the bow flare and spray rails prevented the numbers from being seen. Several times a WLF officer told me I needed to move them to the bow. So I eventually moved them, now they are impossible to see when the boat is off the trailer. Nobody has ever said a word and it's been like 15 years and thousands of days on the water.

I think a judge can award title based on an affidavit from the seller and the whole possession is 9/10ths of the law thing.

Spent a good little while on hold to find out they will need the registration info and HIN to "get the process started." She wasn't very interested in telling me what the process entailed. I'm pretty much stuck hoping the guy is willing to rat himself out and do the work to register it himself rather than just sell it to someone who doesn't care.

I just had to do that with a boat I just bought out of some guys back yard he didn't want anymore. Went to the tag office and told them I built the boat and all the materials were already on hand. 10 minutes wham bam thank you ma'am and I was out of there with a new title and registration.

I was in the same situation.
My wifes boss has a big pasture. In the pasture is a 15' Boston Whalers with a 70 Yamaha. The boat was for a Dr. from New Orleans who passed away. My wife's boss asked the family if they wanted it back and they told him no to keep it. Well now he wants it out of his pasture and wants to give it away to me.
He has the registration, I would have to contact the Drs wife and get her to do an active donation and get a copy of the Drs Death Certificate to procede with getting it registered in my name to be legal.
I don't have the balls to call the lady out of the blue and ask her to do this. I've never met her although I did attend his celebration of life with my wife.

Why not. It's standard procedure, and she has already had to provide death certificate copies for other things.
Pitch it as, "Your former husband would be so proud to know how we plan to fix up the boat and enjoy it."
I'd bet you'll be surprised with the result.

I had to do this on my old flatboat. I bought it from a guy, who bought it from a guy, yada yada.
In Louisiana, it's called an affidavit of boat ownership. You have to file it with the justice of the peace. A judge signs it, they send it off to wildlife and fisheries.
Wildlife reviews it, and they either approve or deny it. Then if you're lucky, they award you the boat and you can then register it.
It's definitely a crap-shoot. No guarantee whatsoever here, but I was awarded ownership in my case. I had a notarized bill of sale from the guy I bought it from, and had a bunch of pics.

If you say you built it, you have to provide receipts for all the material used to make the boat.
I hit a similar snag a couple years ago when looking for a small boat and ended up holding out. Just wasn't worth the headache, you'll be fighting a losing battle trying to get government employees to do anything in your benefit.

Man I would be ecstatic if a notarized bill of sale were an option on this thing, MS will issue a registration with just that and nothing else. I could sell it to my brother for a dollar and be in business.
Problem is the notary I spoke to was pretty clear that she needs to see the previous notarized bill of sale, or at least something that proves ownership before she'll stamp a new one. I'm guessing that's her arse if it turns out it actually is stolen.

Not going to work. DWF won't stamp it unless you can show receipts of materials and proof of taxes paid.

wont be easy. Even with some of the proper paper work getting boat/trailer titles in la is not easy.
