If you say you built it, you have to provide receipts for all the material used to make the boat.
"I had all the materials on hand"
Thats how I got around it and no questions were asked.. The lady was really nice.

Obviously I walked away and told him I had to think about it, but I really want this thing. The odds of me finding another hull like this one, not to mention at this price, are slim to none. Is there any way for him to get it registered or retitled in his name so he can sell it to me free and clear? I know the answer is probably hell no and run, but I need to hear it.
I can not speak directly to LA law but in MS all you need is a notorized bill of sale from the person who sold it to you and the HIN. That info is sent tio the Dept. of W&F with a short statement and the registration fee, easy peasy.
Have done this several times on "pond" boats that never got registered that I bought.

Problem is the notary I spoke to was pretty clear that she needs to see the previous notarized bill of sale, or at least something that proves ownership before she'll stamp a new one. I'm guessing that's her arse if it turns out it actually is stolen.
Find a new notary, all a notary is doing is certifing that both signatures are valid, nothing else is any of their business. Some of them just have a greatly inflated sense of self importance.

MS is much, much easier. I saw where you posted to find a new notary, but I've spoken to a couple and none seem to be willing to take the risk over 25 bucks. It's not the new signatures, it's the old ones that verify the boat isn't stolen. LA purposefully makes the process a huge pain in the nutsack if you can't show a clear chain of ownership.

Process is pretty straightforward if the boat has never been registered, the problem is that it was registered to a third party some years ago. The state has no way of knowing if that guy legitimately sold it or not, and seems pretty unwilling to work with me on that.

Who from the state was difficult to work with?

I talked about it earlier in the thread. LDWF is more or less telling me it's done on a case by case basis and I either have to get the guy to do the paperwork or just buy it and cross my fingers. They aren't willing to discuss potential things that could make or break it, so again I have to take the leap to even know.

gotcha, I got crossed up and thought you were talking about MS.
If I were you and your brother lives in the 'Sip I would just make a bill of sale to him (from you) and get it registered in MS and then reverse the process in LA if it is something you really want. LA should have zero issues with a transfer of a registered boat (MS) accompanied by a bill of sale(from your brother).
Sounds like a lot of work but a man wants the boat he wants

I'd just offer to honor his memory by naming something in the boat for him or a plaque or some shite.

The biggest issue for you is that if the original owner gets wind of this, he could make trouble by saying he never sold the boat, only loaned it to the guy, it was stolen , etc. I'd run because you have no real protection unless the guy you're buying from takes care of the title issues first.

I traded someone for a jon boat last year. He did not have paperwork because he traded a friend for it also and this friend did not know where the paperwork was. Well long story short, that friend found the paperwork and signed the title as seller. I now have that signed title and registration with his name. Will I be able to sign as buyer and turn that in, notarized and be fine or will I need a bill of sale?
