Dog stuck in Drain Apparently not a dog....a frog

Can hear it at the catch basin and sounds like its in the drain pipe.

Called Jefferson Parish ....they sent out a women who proceeded to throw can food down the drain (pointless) since the dog is obviously stuck in a pipe down the line somewhere.

Then says its not her dept it drainage.

Call drainage and they already knew about it but don't know when they can get to it. (That was 4pm today.)

Who else should i call for this sort of thing (Wife is bugging me)
