He hadn't placed in any other category, and even if he had, the valuation of the other prize wouldn't have exceeded that of the truck.
The only stipulation to being eligible for other prizes is that the same person cannot win the same category in consecutive years. . . meaning next year he could have won a boat in the trout division, but not a boat or truck in the tagged red division.
My guess would be that he was told about the polygraph and he knew it may not hold up. That could be for a number of reasons- catching the fish before the tournament began, registering for the STAR after he caught the fish, maybe his daughter was the one who caught it and she wasnt registered? Could be anything.
