ANNUAL best bait to use for ducks

If one were to bait, and it is illegal so it is a hypothetical question. What is the best bait to draw in ducks to a timber hole that is no longer being used by ducks.
Also same question for a brand new flooded field spot that has never been flooded.
Thanks!

some say peanut butter rice bran, but I've never tried it. Mo Bucks works well as well as regular corn.

If you feed ducks corn on a white piece of plywood for weeks, then after the season starts, you simply place the white board in front of your blind, is that baiting?

Take sweet potatoes and keep them in the sack. Bury them in side of levee. Flood the field.

I saw where the Duck Commander guys had a (duster) airplane fly over and dump rice in their ponds back in the spring/summer.
It was going to grow and become mature I guess around when season starts
If they are doing this 100% to attract ducks why is it not illegal ?

55 gal drum full of sweet taters, add water and build a fire around it on your levee. Cook then dump in pond.

You can plant anything you want. You just can’t manipulate it once you plant it (Bushhog, disk, harvest part of it, etc.)
You can also get a dump truck full of corn and place it in a pond but every bit of it has to be gone so many days before you hunt it. Never really understood how this was legal but it is

Used to a common practice for farmers planting rice not so long ago.

They have episodes devoted to teaching you about how to build an attractive habitat. I've wondered that myself. As I asked someone here the other day about the laws, they always confuse me. I guess if you don't touch the plants once they've grown or manipulate them, its ok? Idk seems risky but I'm sure Phil and them have lawyers that keep them in line on what they can do, and especially what they can FILM.

Does "second crop" come into play at all? Is it treated the same as the one planted for harvest?
