If the "FBI Test Protocols" are 12" minimum/18" max of penetration, then why would you want a gun that is more powerful? 9mm with JHP's meets these standards easily. All self defense ammo is manufactured with those end results in mind

That is velocity. Most handgun rounds do not have enough of it to create wound cavities like rifle rounds. This is why penetration is more important with handgun rounds. It is also why marksmanship and follow up shots with a handgun are important. Hand guns are defensive weapons for poking holes. If the holes are not in the right place or deep enough you are in trouble. Just my opinion on a board so

There is a slight difference in power but really not that much. It's not like comparing the power of a 300 wm vs 30-30.
Keep in mind the powerful 9mm +p+ bullets really are not that cheap and they do have more recoil compared to the cheap 9mm ammo. So I figured if I want to shoot these hot rounds I might as well buy a 40 S&W.
My 40 S&W holds 13 rounds. That should be plenty of rounds to stop a bad guy or two.

Practice with some cheap fmj rounds. When you are carrying for your protection and that of yours, carry the best performing round for the caliber of your weapon, price be damned.

They sold one to my dad for $434 plus tax with 3 magazines. He's not shitting me because I saw it with my own 2 eyes.
I'm not sure if they still do LEO pricing, but as far as I saw, they were ALL LEO priced and sold them to anyone.

No best answer since much is personal preference.
If inexperienced, go 9mm.
Shoot a few calibers first and go with what you like.
9mm is normally cheaper which allows you to practice more.
You cannot go wrong with a good 9mm gun.
But, although my favorite gun is a 9mm as well as my primary carry, I personally prefer my .40 or .45 for HD.

When I bought my M&P 9, I chose the one I did because I got a great deal on it. However, all things being equal, I would have preferred the 40. Not because of the 'which has the most knockdown power' debate, but for flexibility. When you buy a 40 cal you can usually buy a 9 mm or 357 sig conversion barrel and shoot that when its the only ammo you can find.
