Asking a rhetorical question here ... but why are the majority of traffic cameras located everywhere but the northern parts of the city?
I can tell you why. Because the demographics in the northern part of the city, particulary around I-110 do not pay their debts, either volunatarily or involuntarily. So, the city places the cameras in ares where they are more likely to receive revenue fines.
This should be telling to everyone that receives a citation by mail (not certified).

All but 3 of those cameras aren't diverse.

Most of them are around where there is rush hour traffic because people actually work, such as up and down College and Essen.

I received one a few months making a right hand turn. You can actually see my brake lights in the picture. Screw them...I won'y pay it.

Probably not a lot of people rushing to get to work or their kid's school etc there.
