The 2016 GMC Denali had $25k in damage that is still being repaired? Wouldn’t that be a total loss on that car?

So she was in a 15MPH zone and hit a parked car hard enough to do $25K in damages??
No damn way in hell is 15MPH going to do that much damage.
So she just admitted to speeding and reckless driving at the least.
A concussion??
Is she an MD to diagnose herself with that? Or has she had enough concussions in her life that she knows the symptoms? Either way, where is the official medical diagnosis from an ER stating she suffered a concussion that night?
Which goes back to the $25K in damages. If she in fact was going the 15MPH limit and wearing a seatbelt, there’s no way that impact would cause a concussion. So she admitted again, without actually admitting it, that she was speeding.
No damn way in hell is 15MPH going to do that much damage.

Unless it has super low miles that's way beyond the 75% threshold. Looking back at the video though, that's not nearly $25k in damage

Doubt it. I don't think it's a smart move to make an enemy out of your chief of police unless you're squeaky clean. You have to think Ricky is facing a possible mutiny with this coming to light months after it happened (well after the election).
