For all the beef with China over COVID, the manufacturing of fake pills laced with fentanyl is worse IMO.

Note the pressed pills rarely come out of China. They primarily deal in pure synthetic drugs and precursors. This gives they a level of plausible deniability to the local authorities and most of these come from mainly legitimate labs and are then diverted. Plus the pure Fentanyl is FAR less bulky and easier to smuggle. Most of the the pill pressing for the US market is done in the US. Frankly China's labs make decent quality lab grade chemicals and if they did produce the pills they would be of a much higher consistency than what is seen on the streets now.
Note I am not excusing China and they have an overall friendly view of their black market and view it as part of their economy because it means onshoring large amounts of foreign currency.
As for the general issue of drugs I don't have a clue how to approach it. It appears both the continued criminalization or a move to decriminalization both seemed doomed to fail based on places each has been tried.

It's used mostly in Zoos as it's main purpose is large animal dosage.

The 2mg dose is the general acceptance for pharma-grade Fentanyl, but when you consider most of this produced in Latin America or China nothing you can get on the street is anywhere close to this.
Add in the impurities and co-actors (alcohol or other drugs) and the lethal dose can drop significantly.
