Just from what you said it sounds like you don't KNOW anything. You better damn well KNOW the accusations you are leveling are true and factual before you go running to HR, or this may not work out for you the way you believe it will.

I worked with a guy once that used to plow through at least six drinks at lunch. It was an ad agency and they didn’t really frown on that stuff too much. He didn’t drive and took bus/trolly to work, so no danger there.
They’ll eventually frick up enough that they get dismissed and end up going through a new job every 18 months or so.
If they’re a dick and not a danger to anyone, let them hang themselves. If they are nice or might put someone in danger, tell them that what they’re doing is noticeable and it’s obvious. Someone will catch on soon enough and they’ll be dealing with HR. End of the day, if they’re an alcoholic, you aren’t going to change their behavior, they need to get in deep enough that they do it for themselves.
