Does it? Or does it introduce competition among schools for taxpayer dollars?
Why do I need to pay taxes that support my school district, and then taxes again for tuition, instead of just paying once?

Eligible is the key word here. There will be an income level attached to it I suspect. So people who are on the fence won’t get a damn thing. Picking winners and losers.

Right now (most) schools have to take kids regardless of economic class, work ethic, grades, parents, etc. This has lead to a focus on inflated graduation rates, inflated GPA's, and illiterate kids graduating high school because the admins need to justify their positions.
If you introduce school choice and vouchers, suddenly you can switch to a more competitive school (that may not even be in the school district) based on actual education and performance instead of forced into a poorly performing school, where the school gets your tax dollars regardless of how well they do.

No. We need to return to neighborhood schools. And those funds invested in schools so that all public schools have modern technology and are capable. I know it wont matter with some schools because bad parenting and no accountability is behind a lot of student failure, but then thats on them. They can keep their bad school and the others are good.

The tax dollars you're getting are ultimately yours (the tax payer).
You can't afford the private product unless you get a subsidy, it's socialism. You can't afford that rental without a Section 8 voucher, it's socialism.

The people of Texas voted to allocate education funds to parents.
If you have a problem with it, vote for candidates in future elections who campaign on ending the program
Public schools do not get to dictate where education funding goes

Group A: outright racists who don’t want low income high achieving blacks from NOLA to attend their Jefferson parish private school
Group B: public school teachers whose opinion on this topic can be outright dismissed as biased and conflicted (like asking a Coca Cola executive about Pepsi)
Group C: people who are disturbingly unconcerned about just how fricked up it is to condemn an intelligent black kid from Nola to be forced to attend a piece of shite public high school where instead of being able to sit down and study, he is forced to dodge bullets and bullies.

So if the schools aren't supported by tax dollars, where does the money come from?

I taught for 20 years in private schools and am finishing up my 3rd in a public school - and I pretty much agree with you.
My public school has better teachers and more resources than any of my private schools - but we have some big-time turds walking the halls that counter all of that.
