That’s probably what happened. The video doesn’t show it either way. But if she says she was in the vehicle when he tried to tow, he’d better have proof. She can try to sue civilly. It’s illegal to tow with someone in the vehicle. All she had to do was wait him out.

I witnessed this happen at my condo about 10 years ago. The dumb whore had a $100,000 SUV and didn't want to pay for a $20 parking pass.
