Other than putting up nets below each deck, what can the cruise ship do?

Well the cruise lines are making a killing selling alcohol to passengers so it's in their best interest to do as much as they can to protect the same people from falling off the ship.
Have you ever heard of a passenger ever being denied alcohol on a cruise?

At some point, the customer is responsible for his own safety. The company can only do so much.

Well, millions upon millions of people have managed to go on a Carnival cruise without falling off the boat.
Two things you can bank on:
#1: If I ever again set foot on the island of Jamaica, there's a kidnapping in progress. Please help me.
#2: If you ever find me on a Carnival cruise, I have a brain-eating disease in it's late stage.
Get out of my way, it might be contagious.
I'm surprised more folks don't go overboard off those floating trailer parks more often.

Last I read, the family was not pursuing any monetary damages or suing in any way. I found that shocking because I think they have a legitimate case but maybe they just want to move on.
Back to Carnival, they have signs everywhere saying to stay off of the railing and they have a muster drill at the beginning of every cruise where they go over rules, including staying off the railings. They are covered when it comes to negligence on their part.

No one just 'falls' off of a cruise ship. One of 3 things happens
1) They are drunk and either horsing around on the railing or jumping from the railing to the lifeboats for fun
2) The are committing suicide
3) They are thrown over the railing in an act or murder
