The litmus test will be what happens when elections come around. Same shite is happening here in Chicago. Kim Foxx got re-elected two years ago and now everyone across the city - the mayor, police chief and most residents are criticizing her everywhere. For the exact same issues - a revolving door of people in and out of the system who aren't getting charged appropriately.
So do people wake up and not forget this and perhaps elect someone as DA who will actually do the job correctly? I'd love to say I'm hopeful, but, I just have a hard time believing it.

Is that because they are already receiving so many calls they are too busy to answer? Or is it more of a function of laziness and lack of adequate workforce?

Nah, one of the few things Teedy has not taken up is "Defund the Police"
She defends the shite out of NOPD, right or wrong.
Even the two leading council members are against the defund the police rhetoric.
NOPD's problem is they can't even use the budget they have. Efforts to increase pay are underway.

NOPD's other problem is that they're working with about 40% of their budgeted spots remaining vacant. They're operating skeleton shifts that are just enough to get through the day.

I did see something reallt cool during Mardi Gras. Looked like a senior black officer was driving down the route and handed a young black kid some trinket. Shook the kids hand and said "Stay out of trouble, I want to see you in my job in 10 years"
Kid answered "Yes Sir" and ran back to his mom and dad excited.
Anecdotal, but gives whatever glimmer of hope.
