It wasn't a full ride, but I got a decent scholarship for LA Tech. Kept it for 4 years as well as Tops.

My 15 year old sister-in-law who goes to a school out in Livingston parish made a 22 on her first try and not studying.

This might be a little unreasonable. They just need to up the requirements from "almost retarded" as they are now.
You have to realize, high school has become exponentially easier in recent years because the state implemented a plan where they make a teacher's pay dependent upon how their students do on standardized testing and general testing/GPA. What have teachers done? They make it easier so that they get their good reviews. Of course administration looks the other way because their overall grade goes up.
In 2016, a 2.5 GPA and a 20 on the ACT is below average. No way to deny that. The requirements should be upped to a 3.0 or higher and a 24 or better to qualify for the lowest level of tops IMO. You'll save money and have more motivated kids not dropping out and wasting that money.

The students that had gotten a 28 or higher in previous years had the same opportunities out of state that the next ones will have. Many of them still choose to stay at LSU. Without TOPS, LA wouldn't keep any of these higher achieving students.
However, LSU doesn't reward any of its highest achieving in state students (30 or higher on ACT). It rewards out of state students with a 32 or higher with full tuition, room and board, plus $1000 a semester. A friend of mine had the same ACT as me (33), but he was from Georgia, so he was able to pay for everything with the scholarship. I decided to stay at home at LSU and had to pay room and board every year, and it requires me to take out loans. Had I gone to Bama, Georgia, or Florida, I would have received the same scholarship that he received to come to LSU, and I would have no debt right now. Many friends and classmates of mine decided to go out of state instead of staying here

I have no idea why people keep repeating this. I do not believe that is the case. I don't think people with ACT scores of 20 and a GPA of 2.5 were really a risk to take their talents to Wal Street. I think logic behind TOPS is greater access to college for even average students. Originally po folk and then it was changed to everyone.

No, serious question. I have not kept up with the ACT scores since I last took the damn thing '07. What percentile would that be for La students. I took the ACT and got a 24 the first time I took the thing. I then switched to taking the SAT so I could go to an Ivy league school. So I was just wondering what a 28 today is considered.

in state tuition is still cheaper than out of state so they will probably have to stay in state but come out of school with student loan debt

A 29 / 3.8 GPA got me a full ride to ULL plus TOPS honors in 2003. I made money going to school since I didn't stay in the dorms or get a meal plan.
