TOPS was designed in part to keep good students in the state. If the requirement is upped to 28, I am not sure this will happen. These students will have other options out of state. Sure it will keep some here, but it may push others to better universities. I do, however, think the requirements are too low.

So can't afford to go to LSU, SLU, ULL, Mcneese, because of no tops, but they can afford out of state tuition which is normally double in state. Makes sense

28 will NEVER happen. That would be racist.

28 was former LSU Honors requirement prior to TOPS

I think that 28 leads to retraction of student body and retraction of campus UNLESS the university gets more competitive with its out of state fees

Is someone with less than a 28 a good student?

ETA: Where else are they going to go? If they have less than a 28 they are probably not going to get enough in scholarships or other rewards to offset the out of state costs. TOPS is a good idea, but the standards have not kept up and we are giving free tuition to students that do not deserve it. A 27 or 28 should be the cut off limit for 100% costs and then have another level like 75% for students with a 23 (current TOPS requiremrnt IIRC) and then pay for students with less than a 23 to go to community college first and then to a 4 year school. There is no way around it, there are too many students on TOPS for current funding mechanisms, so we either have to limit the # of students or change the funding mechanisms. I favor limiting the # of students.

Lots of schools offer out of state tuition waivers if you have a good application.

Perhaps if would stop a lot of marginal students that really shouldn't go to college from going, which would probably affect a lot of the smaller schools, which in turn might actually cause a few of the small schools that should be shut down to actually shut down.

Newsflash for all of you morons that scored a 20 on the ACT. A 28 doesn't get you shite for scholarships. You have to have over a 30 before decent schools start handing out money.

out of state?

It never ceases to amaze me how many people do not realize the better options that states like Texas or other large states can provide.

It really depends on the program and if our state has it.

Perhaps not but if you can get a waiver why go to an in state school if tuition is similar and job prospects aren't a complete dumpster fire elsewhere.

My story is dated, but I graduated in 1997 with a 29 ACT

LSU Honors
Full ride to USL
95% ride to TAMU
90% ride to Florida
60% ride to Tulane
50% ride to UNC Chapel Hill

Is 19 tough to obtain? Seems mediocre at best.

La Tech - 2002

I also got a scholarship offer to LSU, but it wasn't as much as Tech. But it was still a good scholarship.
