As someone already said, you can designate where you want your donation to go. Also, I don't believe that the Alumni Association is the University's Endowment, but I could be wrong about how funds are intertwined there. It also sounds like you're under the assumption that if you are to donate you should only donate large sums of money. If the thousands of alumni gave a few hundred dollars per year, it's better than nothing.
In your eyes, are all degrees not containing to words "business" or "engineering" without value? Calling out social workers would be basically the same as saying an education degree is worthless and making you unhirable.

It's clear LSU does a poor job of contacting alumni and getting word about on how donations are used and will benefit the university.

Yeah, and LSU needs leadership to understand how they can effectively throw their hat in this ring. 80% of out-of-state students at LSU come from TX, but it's a low % of total students in comparison to Bama, and probably Auburn and Arkansas. I would think OOS students = higher tuition = more funding = good news for LSU. Why not aggressively pursue these students and invest in making the area around campus more attractive (which is improving)

the best students in my high school class (in Louisiana) went to Rice and Vanderbilt.

This isn't unique to Louisiana and smart kids would be dumb to not consider attending elite institutions if they're admitted. LSU just needs to attract a higher percentage of these kids, but I don't really know how. As it stands, they can go to LSU for free and still won't attend. Maybe a stronger honors college program would help out. I was part of the honors program so my classes were with very smart kids who opted to not pursue elite schools they could've gotten into. Why did these kids choose to stay? What can LSU learn about them that can be used to attract similar students?

But again, I don't believe that joining or donating to the LSU Alumni Association is necessarily giving funds to the overall LSU Endowment. I believe they are separate entities. Whereas, I believe that donating to your School's or College's alumni association does go to the Endowment.
I could very well be wrong about all of that.

Well I came into the state to finish my degree...and I finished 5th out of the entire engineering college. I was also one of the best when I graduated High school though. That was in Iowa...not sure where they rank for high school education. Also, I went to ULL...not sure if that makes a difference.

Louisiana doesn't care about public education. Top to bottom. Last 8 years has seen Colleges and Universities cut by what, $700 million plus?

Especially these days when a lot of the elite institutions give out generous financial aid because they have fat endowments.
20 years ago, you actually had a decision to make regarding going to LSU for free or going to a better university and taking on a lot of debt. For top students in 2016, that's no longer really part of the equation.

Auburn really isn't recruiting like Bama is, they want enrollment to remain smaller. However, there is a large alumni base in Atlanta, TX, and FL, so legacies are naturally swayed towards AU. Roughly 20% of AU's student body comes from those 3 states at any given time.
