I read that same article.
It also explained that whatever action is taken against N. Korea guarantees millions of refugees to surrounding countries. These people are unskilled and not highly educated, and countries like China already have severe population issues of their own. It isn't a matter of not being sick of N. Korea's shite (they are). It is a matter of having an adequate plan once shite goes down. It isn't like liberating these people is going to create a fairytale land where people can suddenly contribute to the new N. Korean society in a substantial way.
