Maybe it would be a good idea for southern states to dump the lottery scheme. The biggest pile of bullshite I smell from the whole affair is that only states can run lotteries and gambling in this form. Private entities such as casinos or businesses are prohibited from creating a lottery. (Wonder why that is?)
