Why do we buy formula for people on the dole?

Obviously they don't have jobs, so they shouldn't have any valid distractions to keep them from taking care of their babies.
They obviously aren't starving to death or dying of thirst so in 95% of cases they shouldn't have a problem with production.
So why exactly are we buying expensive (and it is extremely expensive. Just go look at the formula section in the store) formula for babies when a better, cheaper and healthier alternative is literally hanging in front of them?
I'm sure all of these babies don't have "lactose sensitivity" or other allergies (made up or not) or else they'd die, because the junk food they'll eventually eat would kill them.
So is it just laziness? Stupidity? The fact that people in these situations will usually take the easiest way out if it is provided to them?
I mean, for millennia women nursed their babies in the natural way, and we are supposed to believe that now there's something insufficient with that natural method?
It may just be a drop in the bucket but it fosters a wrong thinking mindset in my ken.
What do y'all think?

Some are born premature and never were breastfed. Social and cultural issues tied to breast feeding exist and another reason women do not do it. Pediatrics is hard because you have to err on side of what is going to ensure the best outcome for the child and if formula is the answer then it's likely cheaper than a hospitalization due to dehydrationnor malnutrition.

Because it's not the baby's fault if a mother is poor or uneducated or just lazy. Also, a lot of women on WIC do have jobs. Pumping & storing breastmilk between shifts as a cashier somewhere can't be easy.
We waste money on a lot of stupid shite in this country. I'm not going to make feeding babies my hill to die on. I'd rather we start pushing IUDs on poor people so they have an effective long-term method of birth control that leaves nothing to human error.

So if the mom's a piece of shite and won't feed her baby...why not just take the damn baby from her. Seems like a lot of problems could be solved by simply saying "looks like you had a baby and don't care to actually raise it, just collect the check every month. We'll take the baby, sterilize you, and you get no check."
Then set up these children's crèches where you raise these unwanted babies in an environment that makes them productive citizens.
Scientists and super soldiers and craftsmen.

Some babies don't take to breastfeeding very well. Neither one of my kids did and even though I was at home with the younger one, I didn't want to basically starve my kid trying to make it work. Breastfeeding is HARD and more of my friends have had issues than not. So there is that.
Also those who are on programs like WIC by definition are low income. The ones who do work probably do not have jobs with paid maternity leave so they go back weeks if not days after giving birth. Not enough time to establish breast feeding or pumping to build up a stash. They have to leave something for the baby to eat with the caregiver.
I don't doubt that there are some people who take advantage but I for one am okay with programs providing food for babies.

Some of the mothers won't be able to feed their child for whatever reason if they didn't have formula. While I hate that these people live off of my income tax, I don't want to starve a baby. We should just sterilize people on government welfare

So just so I'm clear... you don't want the government to have to pay for formula, but you're OK with the government taking a child into CPS and all the costs associated with feeding, clothing, sheltering, and placing that child?

You have no idea how difficult it is to sever parental rights...just what a hospital needs is a nursery/NICU full of babies taken away because mom is an addict/stupid/clueless/a teenager etc. etc. the list goes on and on.

Man, what I'm talking about is a symptom of a larger endemic social issue.
If you have a large number of people who can't or won't provide for their offspring, odds are extremely high that their offspring will repeat that downward spiral of a pattern.
So, in the long run, you'll end up paying for their housing and food and clothes and education and in many cases incarceration.
You'll deal with the violence and the blight and the crime that comes from a broken system of households that largely don't care.
And thus you have kids that don't care. And it bleeds over to every facet of their lives.
You pluck that seed out of the bad soil before it has a chance to root and put it somewhere it can thrive...and it will bear fruit.
You show it a better way and remove the negative influences around it and replace them with order and education and you'll have a crop that will better society.
Right now we have blighted fields, essentially. From the ghettos to the barrios to the meth-ridden trailer parks, you have cancers that are allowed to grow.
They make more cancer. And anything good that might sprout from there is corrupted before it has a chance.
And we all pay for it in the long run. Because these seeds grow to weeds in a blink. Thorns that skitter into even well manicured gardens and snuff the life out of fruit bearing plants, spreading bad seeds as they go. And we spend money fighting them and trying to cut them back and keep them out.
But it doesn't have to be that way.
And of course this is a hypothetical, but imagine a place where these seeds are put to productive use. You'll start to choke the life out of the weed patches by not letting them have crop after crop of destruction, and you'll change the trajectory of their progeny by giving it positive purpose.
This is how you fix things without simply eradicating the weed patch and all that grows there.
