Hell I wish we could have breastfed our baby. She got bad reflux and milk allergy at 2 weeks old along with RSV and pneumonia.
For 8 months I had to spend $550 a month on Puramino, a completely hydrolized and hypoallergenic formula.

No, you start by taking malnourished babies from unfit mothers, sterilizing the mothers and cutting off their benefits, and raising the babies in a place where they learn and grow in a healthy environment, eventually producing productive citizens.
It can't happen because of scum politicians who would balk at their vote farms being saved (and thus less likely to vote for them), but it's actually a tenable solution long term.
Imagine. Reduced crime. Reduced blight. Less illegitimate children destined to be wards of the state. Increased education. More productive citizens. Less health problems.

Our society depends on a portion of the population being poor. Are we going to start paying people who do unskilled labor more money?

You realize that with WIC, they have to get a specific formula(in AZ that formula is Similac Advance)? Only way they can get a different formula is if a doctor prescribes it(say the baby is a NICU grad and needs a more calorie dense formula like Neosure).
Not every woman can breastfeed fwiw. I don't think starving innocent babies is ever an answer.

You're advocating for a HUGE increase in federal spending which time and time again has been proven a failure. I'm not as confident as you that government can solve this problem.

And when robots take these unskilled labor jobs over?
Unless you start to curb the breeding of this subclass of unskilled poor, you'll end up with prolific breeding rates (because we subsidize their breeding) and few jobs they can perform.
So unless you start turning them into robot fuel, you'll have to pay them something.
That or eliminate them.
The future will be Bloody.

But the working poor are the ones using programs like WIC to obtain formula because they can't stay home & breastfeed. It's easy to say that poor people just shouldn't have kids, but we need a percentage of poor people. I'm not saying permanently subsidizing low income people is the solution; there is no black or white sweeping solution.

What do you think robots would do if they ever gained control? They'd identify the most useless people, the net drains, and eliminate them.
