Fast food and beer would go well together since those are the two most trashy forms of sustenance that a person can consume

The best sign of maturity is that I haven’t been inside a fast food restaurant in 10 years and wondered why I can’t keep drinking while I’m there.

I've never lived anywhere someone needed a license to serve alcohol. Just have to be 18.

The establishment of course needs a license (sometimes multiple if beer/wine and liquor).

Every bartender has to have a bar card aka license to serve alcohol. Can’t imagine why it would be different just because it’s a fast food restaurant
