The people are poor because they're illiterate and raised to be good ole baws. There's no vision of a future beyond tomorrow and dreams stop at 18. The average Louisiana high school graduate has no plan or purpose beyond Senior year. The amount graduating from a Top 200 school is relatively few. A top 50 school is a fraction of a percent.
Essentially, LA is a leading state for "brain drain" because of the general disdain for intelligence and education. It's not just neglect, which is reflected in the terrible schools. It's an actual hatred for intelligence, and smart kids can't wait to get the frick out.
There is zero investment in a meaningful future. When the oilfield is up, the big "philanthropists" would rather bolster the piss ant local sports teams or build meaningless monuments to themselves than invest in actual education. This mentality has no long term future.
I could rant on and on and on, but you covered most of it.

I got paid significantly more to move elsewhere after grad school. Louisiana's white collar job market is just not competitive.

I'm a consultant on strategic acquisition development and negotiation, mainly with large services contracts to governments, both international and domestic, including the IMF. I also work through contract disputes on behalf of firms with the government. It's a mixture of legal, business and government relations.

that and generations of people who a made good living in the oil field created an anti-education sentiment around blue collar folks. purposely tanking high school because there's a good roustabout job waiting isn't such a good idea anymore.

Lafayette has done a good job of trying to diversify since the last oil bust. things aren't perfect but the city isn't crumbling either.

If the jobs are only available for engineers, payroll clerks and PI lawyers maybe you should expand on that. Engineers need teachers (professors). Payroll clerk jobs can be outsourced to accountants, so maybe you should consider that. PI lawyers have to sue someone. Maybe you should consider being an adjuster or defense attorney. If real estate is disproportionately priced relative to income it sounds like you should be a realtor. If political jobs are the flavor of the month you could be a political advisor or lobbyist or political ad marketer. If small bait shops are that popular you should make a trip to California a few times a year to figure out what the next hot bait will be (they are notorious for coming up with new baits in California years before we do, e.g. Swimbaits, drop shots, umbrella rigs, hand poured plastic baits...).
Maybe stop bitching about the lack of opportunity and do a little forward thinking toward the current work force or what the future work force will be.
