to answer your question, if you actually want to know...

it's a combination of a few things

they don't think it's a big deal because it doesn't bother them if others are loud, i.e. they don't place the same value of quietness in public as you do

they are either ignorant of the fact that some people are bothered by their loudness or they don't care

they want attention

I worked at Finishline for a bit early in college and black dudes always came in playing music out loud on their cell phone. Sometimes there would be 2,3,4 dudes in there just simultaneously playing music loudly from their phone as they shopped for shoes. It was fricking bonkers. Especially considering the store also played music.

Even worse than this, my biggest pet peeve is when there is a person in a restaurant on their cell phone, on speaker. I swear I want to grab the phone out of their hand and destroy it.
