I get what your saying, and most people are loud. For the most part it's just who they are as a person and for most of them, they just don't give a frick what people think of them(which is more of a quality I admire in people, wish I had more of it).
Now, unfortunately most of these same people don't have respect for people around them and the even the businesses or establishments they are customers at, so they might end up making a scene. In the end most people have less of a degree of conscience.
