I’m going to go out on a limb and say “empire” might be a bit of a stretch.

Never judge a book by its cover. Except most of the time.

Looking at this crew, I am going to go out on a limb and say the writer used “empire” loosely. I don’t see these folks managing complex transactions, laundering money and handling supply chain issues.

Goodwater is truly a town forgotten by time. When the trains switched to diesel they had no reason to stop in Goodwater anymore to load up on coal. Then the trains stopped passing through at all, and the town began its decay.

Stories like this are always almost surreal to me because I never have to see or be around people like that in my day to day life in the area I reside...

This sounds like you're the narrator at the beginning of an hour and thirty minute, straight-to-Hulu film with C-list actors that you turn off after 30 minutes and go to bed.
