edit: because this, downvoters:

Seal because of training to fight to the death. Pro fighters are conditioned to fight to a set of rules

The pro fighter, if we're talking hand to hand. And it really wouldn't be close.

The pro fighter

But the SEAL writes a book about it. In the book the SEAL wins.

This line of thinking is an absolute crock of bullshite.

Anybody who is trained in some kind of MMA discipline knows it's about position. It's position before submission. Same applies for when you are trying to use some kind of "lethal" technique.

You can't execute such a move if you are not in position to do so. And the pro MMA fighter would be in such control of a fight that any "lethal" techniques would be impossible to execute.

I don't know for a fact but I'd guess that a pro fighter spends much more time actually training to fight hand to hand than a SEAL. SEAL's have to train for all kinds of shite. A fighter just has to train to fight.

They couldn't make it 10 minutes without getting knocked out or getting choked unconscious or getting a limb broken or their knee torn up.

Most MMA fighters wouldn't last a week in Seal training. It's as much about brains as brawn.

Not even close. A lot more goes into the recruitment, training, selection of a navy seal than pure hand to hand combat (this is an age of advanced weaponry an all...)

The pro fighter literally has perfected the hand to hand "street fight" and trains for this only.
