Of course it is. You don't get donations and other funding to control something that is already controlled.
This isn't the first "pandemic" the world or US has had to deal with. But it IS the first one in modern history where the US and much of Europe almost completely shut itself down to combat. The WHO and others are trying to milk it for all it's worth because may not happen again for a LONG time

This is the first time anyone has cared about these pandemic specialists in the past 50 years. Not only money, but they also don’t want to relinquish the spotlight and sense of importance they have for the first time ever. They feel like rock stars.
