I've never seen that term outside of the commercials and I've never seen anyone make an excuse for poor behavior on being hungry.
I do see people blaming incompetence every morning on a lack of caffeine though.

My wife and her family love to use this excuse. I immediately stop all communication with them until they act like grown folk. Usually makes them realize they're being ridiculous.

First time I saw hangry used was an online post by a dude who got super pissed off at the airport about some screw-ups with his travel. He was also starving.
He finally got his hands on an airport deli sandwich and hangrily clamped his jaws down in it, only to have a big toothpick jam in the roof of his mouth. Sidetrip to the ER was required.
