If we're talking actual cities, Nashville and ATL have a lot of talent with Charlotte up there as well.

Are only talking about white women? If not, I would say Miami (geographically southern but culturely not a souther city). Las senorritas de Miami are hotter than an Alabama summer afternoon. Plus the culture allows them to be sensual and wear very little clothing without being considered trashy or whorish.
