In Earth time, yes, but in relativistic terms, it doesn't take long to travel across the universe. One could conceivably travel across the Milky Way in a year at a less-than-lightspeed velocities. Millions of years would have passed on Earth, but that's a problem for another day.

Not really. Imagine a civilization that is a million yrs more advanced than us. We are only 10,000 yrs away from living in caves.
