3 or 2 depending on the flow rate of the tea being poured. The gap above the branch leading to 3 will allow for the tea to have a trickle-down or will act as a chute and propel the tea into cup 2.

The real answer is non of them because the liquid would just dissipate over the surface holding the cups.

They all look blocked to me.
I guess, maybe, you could possibly claim that 3 will fill first because the tube has a slight hole in it above the #3 tube and the tea would flow out and follow the outside of the tube down due to the adhesive properties of the liquid. If, however, the flow-rate is enough to overcome the liquid's adhesive force on the outer corner of the #3 tube then it would fall/splatter into cup 2, or maybe even into cup 1 with enough speed.

Might be #2, filled with leak run off, unless the pot ran out of tea first. In that case, none.
