6 is the only answer. Just because there is a gap that could fill up 2, 6 will still fill up first.

I just don't see that it's not like the damn spout is pouring directly on the decline.

The answer is dependent on the rate of the pour, but assuming the pour will keep the center tube liquid full, 7 will fill first. The vertical run will keep the liquid from dripping off before it gets to the end of the tube.
