Oakland is pretty fricking amazing.
It has lower crime than Baton Rouge or New Orleans and great mountain/ocean/desert access.
Cost of living is insane but it's California.
And that's not even mentioning the nice weather.

I could live in any of those places for a year if properly incentivized.
Even Oakland but it would be way down at the bottom of the list for sure.

Are we talking downtown? If so, none of these. I enjoy not being shot. If I can do the suburbs, I would move back to Oakland County and live in West Bloomfield, Michigan.

Memphis, due to geography and taxes.
Detroit is cold as balls, a war zone, and has high taxes.
Oakland is a war zone and has high taxes.
Baltimore has shitty weather, is a war zone, is overrun by rats, and has high taxes.
Memphis wins by default for least shitty weather and no state tax.

I would pick Baltimore. Elijah Cummings has been telling about all of the wonderful things there. I would live in his house and have all the awesome food I wanted. I am sure he has a King Ranch and a Rolls for me to roll around in.

Oakland has the best weather, but easy answer is Baltimore. Baltimore has some phenomenal neighborhoods both suburban and City, good job base, and Hopkins is a world-class institution. Also the best airport (for both domestic and international travel), and access to DC airports too. Easy access to the entire east coast. Easy drive to the mountains and decent beaches as well.
Baltimore, like most major US cities, are great places to live and make a lot of money if you can afford it.

If I can live in Fmr. Governor (x2) Gerry Brown's neighborhood up on the hills above Oakland, I'd like to try that for a year. Down on the flats, no thank you. Fill dirt that shakes like jello with the least little quake.
