Cleveland, and it's not even close.
Case Western Uni, Cleveland Clinic, pretty downtown area, nice homes within the city limit.
Easy access to Toronto.

Detroit, Rock City. It's not like I would live in 8 mile. A lot of nice parts of the city and some of the nicer suburbs in the Midwest

Detroit. It isn't the shithole it used to be. Plus it is right by Lake St Clair, which has great fishing.

I’ve been living in Memphis for far over a year and it’s not as bad as everyone says. It’s also not that great...I feel like the other three cities without a doubt have more to do if you like ‘city stuff’ (bars, breweries, diversity of food, etc). I’m moving out of state next week and torn on leaving but there’s really nothing holding me here.

Oakland and not even close. This isn’t the 90s - the entire Bay Area is one of the nicer places to live in the US

Yeah assuming OP can afford it this is the answer.
If cost is a concern I would go with Baltimore.

If I had to pick one it would be Memphis since I used to live just south of there in Mississippi. If my wife were picking it would be Detroit because she's from up that way.
