When is it appropriate to use your car horn?

Apparently being cut off, sitting at a green traffic light, braking abruptly w/o turn signal, coasting in the fast lane with 10 cars behind you, etc…are no longer acceptable reasons to use you horn.
Seems that many are afraid of being shot, so I’m trying to see if there is a new consensus of when one is allowed to use their horn?
I’m of the opinion that immediately letting someone know of their transgressions will assist them in making fewer transgressions in the future, but am finding that people are more concerned about an infinitesimal chance of escalation than helping people learn to be more considerate/aware of the world around them.

I like when you lay the horn on someone for doing something stupid and they honk back. I’ll lay it on them again. I’m not letting them get the last honk in.

There are different degrees of using a car horn.

Someone pulls out in front of you and you have to slam the breaks and sit on it as loud and hard as possible.

I use my horn when people are being idiots or driving like dumbasses. I use my horn a lot.
I'll point at my middle finger, but I've also found the jerk off symbol to work as well. Charlotte has the worst drivers I have ever seen.

Whenever you pull up behind a state trooper again just lay on that horn. The troopers find it funny.
