Two times work well, 1) while she's in the shower and you are either outside or the other end of the home or 2) She's soundly asleep and you are in the den watching a ball game.
Whisper it, either way.

How old are your kids?
If they're still young and living with you I'd make sure to give it as much time as possible before making things too serious
You don't want to:
a) put them in a situation where you're committing early to someone if they don't like them especially if it ends up not working out;
or even worse
b) put them in a situation where you're committing early to someone they REALLY like especially if it ends up not working out

Is it her or is it having companionship again? Is it just lust?
I don't doubt you feel as if you may be "in love", but it's pretty damn soon to feel like you'd take a bullet for someone, imo.

I've been involved emotionally and in other ways with a particular woman friend of mine for just over four years now.. but just as of last October we've been more serious and have gotten physically involved. Problem is.. she's 18 years older.
Which doesn't bother me but it does her - she has at least gotten to the point she can joke about it and doesn't seem to be letting others' opinions matter right now. She told me about a guy she dated awhile back that within two weeks was telling her he loved her and would drop off stuffed animals at her door at 7 AM before work. Obviously that scared her off and I think that pretty much killed it. In my case, I'd never say it - though I want to, because of the age gap. I'm just riding it out..
I've said I love her to her as a friend (without saying 'as a friend', and knowing she knew what I meant), and I think she's said the same. But no "I'm IN LOVE with you."

As soon as you know it, say it. Don’t be a weakling about it, though. There’s a way of saying it that doesn’t have the appearance of a submissive dog rolling onto its back. THAT will turn her off, and if that’s the best you can do, then don’t. But if you already appear very self-confident to her, then let it rip, and she’ll be thrilled.

Never. Keep them guessing. Push them down every once in a while to keep them on their game.
