I can't really stand Anderson Cooper, but I understand the point of this shot. He's showing viewers how deep the flooding gets, that's something as a viewer I'd want to see. Its not like he's one of those Weather Channel morons pretending to hold on to street signs in the wind as people in flip flops walk their dog behind them.
