as long as they are paying more to mail it tome then the check amount is for, i consider it to be insulting to them, after all the trouble they went to to refund it to me, if i dont cash it

I think you're confusing the difference between an individual writing a personal check and a company writing a check out of their operating account.
When companies write checks, they have to balance their books and reflect that money going out to meet their industry regulations and make sure everything checks out if they are ever audited. If the customer/whoever doesn't cash the check, the company doesn't just get to keep the money. They just have it reflected as an outstanding, uncashed check. If anything, not cashing it is a pain in the arse for their accounting department because they have a pending transaction that won't go away. A lot of times too the dumbass that didn't cash his check calls them later on to say he lost it and they need a new one issued...this costs them by having to pay fees to have the bank issue stop payment on that check, they have to cut and mail a new one, etc. Basically, once they cut it, they reflect it as already gone, whether you do anything with it or not.
If you write a personal check and it's not cashed, then yeah sure, it didn't "cost" you.

In accrual accounting an expense is accounted for when it is incured, not when it is paid, therefore when you know you will have to pay that amount (via check or cash) it is accounted for. If that check isn't cashed when you close the books it will be adjusted on the bank reconciliation and then the Statement of Cashflows. The general ledger will not change as it has already been recorded there. Balance sheet does not change
