Exactly. Nothing wrong with being warm natured or never bundling up, but some people do the shorts/T-shirt thing on purpose as some kind of non-brag-worthy brag. Those people are tards.

My MIL does not wear a jacket in winter. It has to drop below 25 or so and she might toss on a shawl over her short sleeve blouse. She has always done this but I think it is her combination of various medications as the reason.

The blacks at the local high school slap on heavy coats and hoodies as soon as the temps drop below 70. I see this as soon as the hot Aug to Sept temps to subside.

I do this.
1 I don't like wearing a jacket when driving.
2 it's like a 60 second walk to the building.I can handle that.
3 I do it to try to condition myself to the cold.

I could lose a few and will tell you that you are wrong. As I’ve gotten older I just can’t stand being cold, I am wearing a shirt and wool sweater today. The high is like 62, old people problems.

It's currently 60ish in my office (warehouse type setting) I have on yoga pants and a quarter zip fleece, most of me is comfortable, but my feet and fingers are freezing.
I wear 1/4 zips and/or long sleeve tees all year though with shorts in the summer and I'm not uncomfortable, so maybe I'm just cold natured.

Guy I used to run with would wear nothing but running shorts until the temp dropped below 40, then he would add a T shirt. One of my sons is the same way, just impervious to cold, when he was a kid we had to make a rule that if the temp was below freezing he had to wear long pants to school.

28 degrees is a warm day here. -40 is a cold day during the winter. Kids here haven't missed a day of school because of snow in 50 years, only when it's -50 out because diesel solidifies in the tank. So yes 28 is a very nice day to put the windows down and turn on the seat warmers.

I coached with a guy like that. We were at a track meet at Cedar Creek in March. It as in the 40's with about an inch of water on the field. We're there for 8 hours or something ,it's 9pm, and I'm trying not to shiver. I look at him, and he's in shorts with a windbreaker wearing sandals and socks. The socks were white, but at this point are brown and soaked through. He genuinely looked comfortable, like it was 70 and sunny out. I said you have to be cold right now. He said no, it's not that cold.
By God he was telling the truth. I learned a little more that day about how unfair genetics can be. Later I remembered he used to do triathlons. Made more sense then. He just didn't feel pain the same way most of us do.
