I can walk from my warm truck to the office with no jacket. Really, so people bulk up like they're going skiing just to walk across the parking lot.
And... I think my kids are completely immune to cold weather. I gave up long ago forcing them to wear long sleeves and jackets.

I read a study where fat people and people with high muscle mass don't get cold as quickly as others.
Everyone will feel cold when their body temperature drops to a certain point, but not everyone's body temperature drops at the same rate.
Then of course you just get other dudes who think it sounds tough to say they aren't cold.

Some people are hot blooded. My SIL is like this. I used to be like this but Im not anymore. I think it may be dietary. It changed when I started eating differently. Only my hands, ears and feet would get cold. It could be 30 degrees outside and I would be in shorts, a light jacket or t-shirt, thermal socks, ear muffs and gloves. Weird sight to behold.

i dont wear a jacket
To clarify i do wear a jacket if its the slightest bit cold, except right after a workout, but i thought this video was stupid enough to share.

Maybe it does.
I am like that (although maybe not to 28 degrees, although as long as there is no wind I could probably not mind it).
What I don’t understand are the people who have to dress like they are going on the fricking Iditarod walking across the parking lot from their climate controlled car to their climate controlled destination.
