I had a similar situation before. Had an old lady cut me off in the parking lot, so I knew when she got there. I did not recognize her dog on the way in to the grocery store. After being in there for about 20 minutes, I was headed back to my car when I saw a small dog standing up in the window barking at everything moving. I called the cops, and was approaching the car with my baseball bat as the lady came in. She gave me a pissy look so I chewed her out and told her she was 5 minutes away from having both passenger side windows smashed in and that the police have her info.
And yes, the fact that she cut me off changed the way I approached the situation. Had she not done that, I probably would not have noticed her car or even looked in that direction on my way out to see the dog.

If the dog was a pit, glue all the handles shut to prevent entry into the car.

I have a chain I can use to move that guy. I routinely will leave my dog in my truck. Windows cracked and a bowl of water on the center console. But I am never inside for very long if I take my dog with me in the first place.
The correct answer is nothing if the dog doesn't appear to be dying. If it is, I have the manage page the store that I am breaking the persons window so their dog doesn't die. Usually gets people out quicker.

I pulled up to a bar around 11 pm after LSU beat Arkansas Saturday night. And a yellow mustang pulls up while my buddy and I are drinking a beer and smoking a black and mild. And the guys are being loud and one of them asks if we have cocaine and just stupid shite. These guys had to be atleast 5-10 years older than me, but they were acting like this was their first time ever drinking.. We just ignored them and they eventually walked inside. They had a beautiful black lab just sitting in the car crying. They atleast had the windows down slightly and the dog went and laid on the back seat

I'd probably try to open the door because for some reason I feel like someone with their dog in a hot car with windows rolled up wouldn't lock it. No idea why I assume this.
If locked and it had been some time, I'd ask an employee to call the car owner. I wouldn't be rude, but I'd offer to watch their dog while they shop.

I probably wouldn't leave my dog alone with a stranger. Especially if that stranger approached me and said "Let me watch your dog while you go inside"

I'd tell an employee too. You can't legally break into the guys car to save the dog in most states.
