If it wasn't his, the wallet would have no cash in it. Why would he steal a wallet and not empty the cash before he dumped the wallet?
Now I also can't think of a reason he would drop his own wallet either but it had to be a mistake if it still had cash in it for sure.

Call Biloxi Sherriff's department and ask if they have any reported car thefts in that area and time. Provide the name of the wallet owner if so. Chances are you weren't the only vehicle raided.

Id contact security at the casino and ask if there were any reported breakins the night of your stay. IF they say yes ask them to give you the detectives contact info. Then you can turn the wallet into the detective and keep the cash for yourself.
